BLESS Indonesia is seeking a Monitoring, Evaluation, Learning, and Knowledge Management (MEL and KM) Specialist to strengthen how we track progress, generate insights, and turn learning into action across the Foundation and the FLARE Project. This role builds on existing systems and helps institutionalize robust processes for organizational learning, knowledge management, and results-based decision-making as BLESS moves beyond its initial establishment phase.

You will support the design of a comprehensive MEL Framework and lead the implementation of the MEL system, while also developing a practical knowledge management framework that helps teams capture, organize, and use institutional knowledge in ways that improve strategy, reporting, and program delivery.

Bumi Lestari Ekosistem Sejahtera (BLESS) is a non-profit foundation dedicated to accelerating Indonesia’s transition from extractive and monoculture-based practices toward a restorative and regenerative economy. Grounded in Gotong Royong (the spirit of collective action), BLESS supports behavioral and emotional shifts among leaders across government, markets, public narrative, and knowledge systems, creating safe spaces for leaders to breathe, connect, and amplify their impact.

BLESS advances its mission through the Fostering Linkages for Actionable Reform of Economic (FLARE) Project, jointly driven by BLESS Indonesia and Koalisi Ekonomi Membumi (KEM), a multi-stakeholder coalition advancing Responsible Bioeconomy through policy advocacy and market innovation. FLARE is anchored in cross-sector collaboration and integrates models such as the Value-Chain Collaboration (VC3) framework to connect upstream producers, downstream markets, and financial institutions, strengthening policies, mobilizing investment, and fostering inclusive innovation across Indonesia’s bioeconomy landscape.

Purpose of The Role

The MEL and KM Specialist will support BLESS in developing the MEL Framework and strengthening internal systems for performance monitoring, evaluation, learning, and organizational knowledge management. This role ensures BLESS systematically captures and uses evidence and learning to inform decision-making, strategic direction, reporting, and external engagements. It also ensures that insights from programs, flagship initiatives, events, and cross-sector engagements are translated into usable knowledge products.

What you’ll do

Working closely with the Senior Advisor for Governance and Institutional Strategy and collaborating with the Program and Communication teams, you will focus on five areas:

1) Knowledge management system

  • Design and implement a practical knowledge management system to capture, store, organize, and share institutional knowledge across the Foundation and its projects.
  • Develop processes and tools to document lessons learned, good practices, and key insights from programs and operations.
  • Curate and streamline internal knowledge processes by consolidating documentation, drawing out lessons learned, and translating findings into strategic documents, briefs, and organizational libraries.
  • Foster a culture of knowledge sharing and continuous learning across teams.
  • Contribute to specific learning needs for Flagship 3, including linking the Buddies Circle work, the support system BLESS intends to provide, and MEL metrics connected to FLARE targets.

2) MEL framework and system implementation

  • Coordinate with the consultancy team supporting the design of the MEL Framework and logical framework for the FLARE Project.
  • Lead operationalization and implementation of the MEL Framework once established.
  • Define data collection methods and reporting formats in collaboration with the Program Team.
  • Support embedding MEL into day-to-day program design and implementation.
  • Conduct periodic review and reflection sessions to support adaptive learning and strategic alignment.

3) Reporting and knowledge products

  • Coordinate documentation, reporting needs, and internal performance updates with the Program Team and Senior Advisor.
  • Support the development of progress and annual reports for donors in collaboration with the Senior Advisor and in consultation with the Executive Director.
  • Translate MEL findings into insights that guide strategy and programming.
  • Support the development of knowledge products such as briefs, learning notes, and presentations.
  • Support knowledge archiving efforts, including the archiving project for the XYZ generation almanac toward 2028.

4) Capacity strengthening

  • Provide technical guidance and mentoring to BLESS staff and partners on MEL and knowledge management approaches.
  • Facilitate internal training sessions and learning events as needed.

5) Strategic learning support

  • Support specific write-ups related to the Buddies Circle and the programmatic approach offered through Flagship 3.
  • Identify strategic learning questions, facilitate after-action reviews, and promote the use of data for reflection and planning.
  • Advise on effective strategies for organizational learning and knowledge-sharing practices.

What we’re looking for

Essential qualifications and experience

  • 3 to 5 years of professional experience in knowledge management, MEL, or organizational learning, preferably in the non-profit or development sector.
  • Advanced degree in public policy, development studies, knowledge management, social sciences, or a related discipline.
  • Demonstrated experience designing and implementing MEL systems for donor-funded or philanthropic initiatives.
  • Strong skills in data analysis, reporting, and synthesis of complex information into actionable insights.
  • Experience supporting capacity building, facilitating learning processes, and report writing for diverse audiences.
  • Strong understanding of MEL frameworks, knowledge management systems, and results-based management.
  • Excellent written and verbal communication skills in English and or Bahasa Indonesia.
  • Familiarity with knowledge capture methodologies such as after-action reviews, reflective sessions, and story harvesting.
  • Proven ability to design and manage knowledge systems or content libraries.
  • Strong interpersonal and facilitation skills, comfortable working across departments and hierarchies.

Desirable competencies

  • Experience with participatory MEL or adaptive learning practices.
  • Understanding of sustainability, policy advocacy, or systems change approaches.
  • Skills in visual communication such as slide design, infographics, or Miro boards.
  • Ability to work independently with minimal supervision while remaining collaborative.
  • Comfortable navigating ambiguity and adjusting to evolving priorities.
